Several talents have spoken or implied it. Lamy and Moona have been the more direct about it. Basically, Cover will cover some expenses like business trips, 1st 3D, 1st alt costumes, merch for certain holidays (valentines, Christmas, Halloween etc) and they have a set budget for the year.
According to Lamy and Moona, they can either foot the bill themselves or get a “Loan” so instead of getting their stipend they repay the loan. If they have surplus, like Pekora they can pay for new costumes , 3d models or even live2D for friends/family like in the case of Pekomama!
They have to get permission for more fancy stuff, and sometimes get denied (i.e Kiara who can afford it but management usually punishes her for not going often to Japan not said directly but has been implied), but when it comes to merch they are allowed to hosts events. Flayon spoke a bit about it on Machiroon Appreciation Day but in a less direct way. Moona will be the real spiller about the behind the scenes
